The USMCA (United States-Mexico-Canada Agreement) replaced NAFTA and generally provides for duty-free trade between the three countries for qualifying goods. Non-USMCA rates are the standard Most Favored Nation (MFN) rates that apply to imports from countries without a free trade agreement with the U.S. These rates are typically higher.

A tariff-rate quota (TRQ) combines quantity limits with differential tariffs: a lower rate applies to imports within the quota, and a higher rate kicks in once the quota is exceeded. It balances protection of domestic industries with controlled market access. TRQs are common in sensitive sectors like agriculture—you might see low tariffs on the first X tonnes of sugar, but steep duties beyond that limit.

An import quota sets a fixed cap on how much of a product can enter a country over a period, unlike tariffs that only increase costs. Quotas are used for greater certainty in domestic market protection and when tariff increases face legal or political limitations.
